Yes. Unless the vehicle is pre-1976, which its emissions are waived. All others must test either once every year, twice a year for certain year models and once every three for newer vehicles.
Unfortunately, it is on the title as a diesel. It was registered in Denver as a diesel and when I brought it down to the Springs is when I ran into this issue.
