When troubleshooting a problem, you should always start with the simple and obvious. If it feels like it's starving for fuel, look for a crimped hose, change the filter, then check the fuel pump. If necessary, replace it.

I wouldn't waste my time with a re-arch, unless the springs are relatively new. Call kurt at cruiser outfitters, and get the best deal around on new suspension.
