that sounds to me as if the A/C idle up function ups the rpm a bit and that takes care of the increased power needed to drive the power steering pump.
Also - I would assume that there is a Idle up function for cold starts and probably also the power steering pump - they may not work...

I would also feed the injection pump out of a can of some sort excluding even the filter. Using gravity feed, new transparent hoses and a normal inline filter it should eliminate all those possible issues.
I still think it is timing related though. You could find a piezo triggered timing...
Probably not an issue to drive it 15 miles - but if any loose bits from the turbo are ending up in the engine it can lead to all sorts of rather serious damage. In the mids of a desert you could connect the intake manifold directly to the air filter housing....and with some other modifications...

I'm always using new wide stanley knive blades without a holder. They work perfect on machined faces as they are dead straight and don't scratch the surface where the gasket is baked on.
