I don't know the smog requirements in other states and therefore would not comment as such. I'd presume it's up to the buyer to understand the smog requirements of their own state and buy accordingly.

Yes. A fried wire leading to the ECU. Also had to replace the alternator and the ECU. Expensive fix. Not sure why the fusible link didn't melt. Also learned there are 3 different types of ECU so anyone reading should check your part number and make sure you're buying the correct one.
I just pulled a spark plug and tested it against a ground to see if I have spark - nope. I pulled my coil which looks pretty old and rusty in some spots. I'm headed to Napa for a new one. We'll see what happens after I put that in.
Ok. Test done. Multimeter set at 200 on resistance. Battery disconnected. Neg battery cable to alt housing = .8. Positive cable to pos on alternator = .7.
