Another option for surge tank - this is what I run with my FI tech - same as your sketch - low pressure pump keeps surge full of fuel with a return back to main tank.
High pressure loop to and from efi and tank. I can get a picture later.

Pretty sure it wasn’t parked in a mud hole, looks like sand to me, probably mounded up from the wind. Having grown up in north Texas it probably hasn’t seen much rain! I’m going to guess somewhere along the 287 corridor or panhandle/south plains region from the images.
