Frame is good and rust free, it's been a southern california car its whole life. Just your typical surface rust on the exhaust, otherwise looks good. The "rust" is a little surface bubble that was where clearcoat had peeled away and it hasn't changed in any way in years.

Oh...I'd pull the cats myself, but the bolts are basically just a rusted mess which is why the shop opted to drill the hole. He'd have happily just replaced the cats, but out here in CA that's a $1,000+ repair bill
The exhaust shop drilled a hole in the pipe and looked at the cats with a scope and to test the rest of the exhaust they put pressure through the hole out the back (from what they said).
