    Remove the access panel(s) on the inside of the tailgate and you should be able to actuate the rods manually.

    Agree with @CenTXFJ60. If you have the whole quarter, that's ideal. Much less chance of warping the panel as you weld it in. Do you have a straight section of wheel tub to weld in as well?

    I made this same repair in the same location. You don't need to do much metal shaping at all...I'll see if I can find a pic. This is what I was dealing with: And this is how I approached the repair: I simply cut three strips of sheet metal and welded them together to make the "step" shape...
