Unfortunately the fuel tank floor access panel is about 1/4" bigger in each direction and does not fit in my floor, also the bolt holes aren't countersunk. Hopefully the return process goes well. The steel is the proper gauge, I'll give them that. I wonder if there were factory variations of...
I bought a clamp meter which is great for stuff like this, will show you how many amps is being drawn. Then you can easily confirm if it's that circuit. But you'd have to make sure the one you get can handle DC current too, some are AC only.
Yeah wire brush the bubbled paint to expose it all. Then I would recommend rust dissolving gel. If the interior is empty it'd be faster and easier (but messier) to use the gun from a blasting cabinet.
If one wants a cool looking vehicle with modern performance, it seems like buying a new Wrangler or Bronco is the way to go. Not unique enough? Good thing you'll have 200k left to customize it!

I'm kinda curious on the 3B oil pump parts. It's awesome and I'm glad to see 3B parts, but that doesn't seem like something people have to replace much...

On the outside of the body, I would do some research on rust converters (ospho?), either that or leave it alone. Underneath, I would do the fluid film, that will help out with the seams and such where the rust begins. I reapply it once a year before the rainy season, and yeah keeping it away...
In addition to what everyone else is suggesting, you can follow up with SEM 39573 rust preventer cavity wax. I'd make sure whatever else is dry/cured first.
