I think it is a timing or fuel screw problem. It is not way out of spec but I can tell something is off. Injectors were rebuilt by reputable folks in Georgia a few years back.
Here in the States it appears to me that more and more shops are specialized not by what the technicians are able to do but rather what they believe will make them the most profit.
