It appears the tire side arm is sagging because the latch is open and was not fully closed while he was snapping pictures.

The tire carrier DOES NOT sag at all! I haven't heard of tire carriers ever sagging unless you thoroughly damaged the hinge, in that case there would be a huge amount of play in it. Even when its all the way open it does not sag. Those hinges are hoss, no way I ever seeing it sagging...
