There is a lot of room under there and i would rather my can be out of the sun , won't add wind resistance and can't be stolen as it is going to be hooked into the receiver hitch and will be locked. Probably not good for rock crawling and probably should use the plastic cans. I think it will be built as a cradle and have to be muscled in and out.

That's the main reason I wouldn't do it, but to each his own. Wind resistance and theft are not bothersome to me either; I prefer the convenience of having them on my roof rack - easy to fill them and easy to siphon into the gas tank without ever having to move them. But if it works for you, then go for it.
