I think I have figured out how to recess the tail lights. Using an aluminum piece U shaped which is attached to the bumper and the light assembly is attached to this. Access holes for the nuts to attach the light assembly are a couple of holes on the back side of the bumper that I will cover up with tape to minimize water ingestion.

That's similar to the way Kaymar does it.

Forgive my impudence should my comments not be welcome.

Pick a drainage type grommet and put a grommeted drain in the bottom, one closer to each end, and one in the middle.

Oh I plan on some kind of drainage 😉
 
Well done. Always amazing how much time it takes to make a bumper/swing arms.

Did you consider putting a gusset there:

Ive seen some spares getting airborne in the past.
 
I did the steel plate for mounting the tail light assembly on the other side too. Painted up. I bought the wrong end of the pintle hitch, I got the end to go into a 2” receiver hitch instead of the pintle mount that is the 2” receiver hitch🙄. Amazon to the rescue. Only home for two days so not much accomplished.

Well, I couldn’t figure out how to install the latch style swing out fastener, so I dug out of the shed the old bumper from my old BJ70. I decided to do a hybrid type of fastener using part of the old swing out carrier and the new swing arm.
This is the old swing out fastener type.

Was able to splice the factory tail light harness with the aftermarket tail light assembly harness. Thus able to use the factory connection. The factory harness also has two sets of plug ins for the license plate lights, two on the right side and two on the left side, so was able to just plug in the factory tail lights.
