A prior owner repainted without removing rubber seals. Are the rubber seals around the outside of the outside door handles available as a separate part? Do you know the part number and/or who might carry them?

Nope. Buy handle get seal.

If your OEM door handles are not available the aftermarket door handles (like Dorman) also come with the gaskets (check Rockauto).
