So I got nailed.
I have Sandia and Muffler Pros and Catalytic Converters so far, any other recomendations? Insurance wants me to go to Larry H. Miller, but I am not sure about that.

same thing happened to me and I just had a universal cat slapped in because mines not registered in an emissions county and the scum that steal cats dont want universals because they get way less money for them. When mine was done I was told if you don't have a stock replacement style cat you wont pass emissions, from the dealer its $1200ish for just the cat. id say go get the quote from the dealer and the insurance money then have it fixed elsewhere with a stock style cat from rock auto

What they told you is BS. I haven't had a factory cat for probably 25 years and I never had a problem passing. Now, if you live in Californa, then ya, you will probably pass the sniff test, but you won't pass the visual.
 
I'd love to go Pulp Fiction style on them useless to humanity thieves with a pair of pliers and a blowtorch followed by some Casino style mafia stuff
 
I have cats off my FJ cruiser laying around , but not sure if I still need them or not for emissions… if not I’ll sell them

Lot near Spruce and Copper down by UNM.. DIRTBAG CITY, although... it is all of Albuquerque.

Ehhhh I can't agree there. Tucson is full of dirtbags all over. In Albuquerque they're concentrated in a few areas, including the one you mentioned. There's a reason the homeless got bussed from Phoenix to Tucson during the Super Bowl this year.
 
Dirtbags that steal cats are all over Albuquerque. Homeless I don’t think are who is stealing cats, but they are present in many parts of town based on what I hear from property owners I work with.
They are more concentrated near services.

I agree that cat stealing dirtbags are probably all over.

I have strung miles and miles of that stuff. It's ugly but effective.
 


I'm glad to see some deterrent measures are being taken right now, considering we are closing on a house at the end of April.

Short of relying on that, though, what can be done for protection? Welded rebar cage? I don't want to have to think about this crap when we move back to the west side.

This ordinance will do little to deter theft or promote prosecution. The majority of stolen CATs do not end up in scrap yards but are sold through black market networks connected to the auto salvage industry and exhaust shops, according to my buddy that runs a yard off Broadway.
The best way to protect your CAT, he says, is don't have one.
Or have a non-oem CAT as they're somewhat less desirable (but may not pass emissions)
He also said to own a backhoe and live on enough acreage to bury the bodies
APD talked to our neighborhood association, gave a few tips
- park in a garage
- park over a stack of pavers so the thief cannot crawl under your vehicle (less effective on our rigs)
- install a CAT cage to impede access
APD admitted that many CAT thefts occur in parking lots during business hours

Until the demand for these is eliminated they will always be a target, just like copper
