So the issue is only while decelerating you feel pulled by the engine / no engine braking ? It's hard to estimate what you feel compared to a regular situation on this.
That could sound as the TP activating (should activate only over 10mph) but if engine off you unscrewed the TP screw so it does not touch the plate it can' t do anything.

Are you sure when you feel that you are in a low enough gear? If you stay too high in gear for your speed the engine will pull you forward, lot of torque.
Have you example of speed / gear where you feel pulled and the vehicle not engine braking?

Interestingly it feels like it is pulling when In low gear and no foot on gas and in gear
Here is an example

In2nd gear. No foot on gas it should not be keeping a steady speed…and feel like it is torquing along forward
