A little background. I replaced my 1971 wire harness with that out of a 1973FJ 40. Everything works including the blinkers to a point…. Daylight time, without the headlights on, the blinkers work for 10 blinks then they start to slow, eventually they stop blinking entirely…..the light just stays on. At night time, with the headlights on, they blink 2 to 3 times then stay on solid. Seems like a dropping voltage issue or a blinker relay?

I have a 1980 BJ42 and my blinkers were kinda working but stopped. The emergency flashers work. And when I turn the stalk, I hear one click from the relay near the pedals, but nothing more. If I try the blinkers when the flashers are going, the click at the relay is louder. I checked the bulbs and they are all good. Let me know more about the grounding issue if you can. I also removed the instrument panel and made sure those bulbs were working.
 
Check your grounds at the lights.
