I have two FJ-62, one 1990 fairly good shape driver (258,000 miles) the other 1989 is a rusty T-Boned (totaled) low miles 62,000 runs like a champ,, parts car.
Low Beams don't work, on 1990: replaced Bulbs, Swapped Switch out with my parts vehicle that does work properly, put the take out switch into pats car,, worked properly. Still no low beam and the blue high beam indicator does not illuminate.
High Beam works.
 
Check to see if you have a ground at the headlights when the low beam is selected. If no ground the. You have a wire problem.
 
If you can’t figure it out, don’t feel too bad. It’s well known that the FJ62 headlight wiring was designed by the devil. (as in being almost impossible to understand by the regular diy guy)
 
It’s a switched ground system. Opposite of many cars. Not that hard to troubleshoot. Get yourself a cheap multimeter with a continuity function. As long as you have 12v+ coming into the connector, you should be able to jump-ground the circuit to some clean frame or body metal. If that lights up the headlights, you likely have a break in the switched wire somewhere.
 
KISS,,,, turns out the two new in the box (old new stock) bulbs that were in the back gf the vet were both defective! Headlights work as advertise...
