Man, I know exactly how you feel. My paint was perfect until I left my car with the valet at the Four Seasons, now look at it:

I think it willl buff out though.
 
I wonder why auto body shops don’t offer this type of repair and just insist on respraying the entire bumper?

As mentioned by @bloc and @Tex68w, it takes a lot of time. Also, it’s not a perfect repair.

The scratch will still be faintly visible due to the variation in paint appearance. But as others have mentioned above, only you (with your intimate knowledge of the vehicle) or a professional would be able to spot it. A body shop is going to strive for a “perfect” repair - and that means filling the scratch and conducting a full respray for a uniform appearance. Essentially returning the bumper to pre-accident condition.
