Starter Clicks, No Crank, Noise Under Intake (1 Viewer)

Without benefit of warnings, starter began the click/no crank behavior today. New battery, checked grounds, etc.
With the key on, booster pump cycles and shuts off. But there is still a continuous whine/vibration coming from under the intake manifold in the vicinity of the starter, which I'm assuming means it's bad. What fault causes the noise?

Solenoid failure is common.

Sounds like a starter. Best to do the whole unit IMO given the effort to get in there.
