Has this been an ongoing problem, over months or years? or more recent? My wipers starting going real slow at one point. turned out the alternator was toast. If its a long term thing, could be the wiper motor, if old, corroded connections, loose wires and the such.
good luck

First, disassemble the wiper motor and linkage. Clean it all out good, lightly grease and re-assemble.
Check for a large voltage drop at the power to the wipers, this may indicate a poor power lead. Also check to be sure the motor has a decent ground.

use rain-x and you wont need fast wipers :)

What year? Model? My 68 had this problem and it was all in the cable link between the two pivots. Soaked it for a day in WD40 and havn't had a problem in 18 years!
