This is a 24V 1982 BJ40 with B engine. I have fitted an Isuzu 4HF1 24V Alternator about 4 years back.

Recently when I checked at idle, about 1000 rpm, The Voltage from ALT is around 28.7V. When it is revved to about 3000 rpm voltage rises up to 34V.

Is this a sign of Battery overcharging due to a bad Regulator ? What should be the ideal Voltages for the rpm(s) mentioned ?

I thought 28-29v sounds about right. 34v sounds a bit high
 
New batteries can handle higher volts than 30 years ago so no problem to stay on 30V side.
I have adjusted a bit higher between 30-31v and with lights on and heater blower it lowers a bit so happy batteries, after a while they equal exactly.
Also voltage higher is no problem, it is the amps that matter more., some solar chargers give high voltage but low amps and that seems normal, no problem.
especially when the water cooker is on the voltage drops quite a bit.
