Just purchased a 1983 Toyota truck and I'd like to keep the factory wheels and install 31s, do they fit?

Yes. But a large tire chain (Discount Tire, Walmart etc.) will not install them as tire manufacturers recommend an 8” wide rim and yours are 6”.

A 10.5” wide tire is popular on OEM FJ-40 Land Cruiser wheels which are 5.5” wide.

Most small tire shops and/or 4x4 shops will install them for you.

The picture is of my 1989 4Runner with 31x10.50 tires on OEM Toyota 15x5.5” wheels.

Yes they do and discount tire mounted mine without any problems.

This is exactly what I had in mind, of course I don't have those pretty chrome wheels. Both of these 4runners look awesome. Thanks for the green light and pictures. I'm assuming you have to reduce air pressure to keep contact patch flat?
