Does anyone ever see any of these coupons that can used on floor jacks? I'd like to get a new jack, but it seems all coupons always exclude them.

Yeah, when you click on the item it usually gives you a history of the last time it was on sale and how much. That way you can plan a little bit more and anticipate when it will be on sale. Also, if you haven't had one of their jacks before you should buy some Hydraulic Jack oil and fill it when you get home. Lots of stories on the web of guys getting them only to have them fail shortly after because they found that they either had no oil from the factory or had very little.
My current jack is pretty much a habour frieght-different name but really the same thing as some of theirs deal. I've had to add oil several times, and it's really not holding pressure to well anymore. Maybe it can be rebuilt-but that long reach 3ton with a 24" lift height is calling my name!
