So in the process of replacing both valve cover gaskets I dropped a valve cover bolt down into the engine bay and it did not make it to the floor. After 30 min of searching I finally dropped the large plastic skid/belly pan and finally located the bolt....I also discovered on the DS the large clamp that I assume is supposed to be around the boot is popped loose and is just spinning around the "inboard joint tulip" housing of the axle.

It appears that it has not leaked yet, everything is still dry. Is this a situation where I can just hose clamp it and move on?

I'd be good with re-clamping it but after making certain it had plenty of grease in there.
 
You might be able to buy from an auto parts store, I McMaster-Carr has the smooth band, worm gear clamps. Or buy the OEM clamp band and tool and fix it that way
