I have that "notch" in the steering column that so many older Toyotas have- But instead of replacing the entire Steering Input Shaft- does anyone know if JUST the bushing at the steering wheel end can be replaced- or does it just make more sense to replace the shaft as a whole? I also have a replacement Steering input shaft UJoint that I plan to put in as well.

Hopefully it will feel, "new" again after that.

Yes, there is a bushing at the steering wheel end that allows the wheel to tilt that is replaceable. It's pretty cheap, too, looks like a couple pieces of white nylon/plastic. Tilt the wheel to its extremes of movement and drive it, see if that affects the noise.
