This is a truck I am considering picking up and am wondering if removing the long decal would be possible by a do-it-yourselfer or even a body shop?

Also, it looks like this hub is covered with surface rust. I assume a good clean up and correct paint can easily correct?

A body shop could certainly do it. Depending on your skills, it is within the realm of a DIY as well.

Those aren’t decals, but vinyl stickers. Not something to try in cold weather, but warmer weather and a hairdryer typically works. If it is more stubborn, a 3M Adhesive Removal Wheel should get rid of the remains.

However, realize that the paint has likely faded and the paint beneath the vinyl likely has not faded. So once you remove the vinyl, the paint will be darker underneath where the vinyl protected it.
 
I’ve used the 3M eraser wheel to remove the whole thing.

No way I’d remove those stripes, though, they are retro cool.
 
heat gun on low and a plastic spatula scraper.. you'll see the difference with unoxidized paint underneath tho as mentioned..
 
Clean the chrome rims with a wadded up ball of aluminum foil and wd40. Works great every time.
