I've noticed that the airflow from the vent under the steering wheel tends to puslate. It will flow strong then peter out then pick back up and just keep fluctuate and pulsate. The dash vents never change. Any ideas what causes this?

You have a blend door somewhere that is not playing well with others. You'll need to check the FSM for proper diagnosis procedures.
 
That's what I figured but no other vent setting fluctuates like that one single vent. I'll look at the FSM again but I don't recall anything specific about that vent.
 
I have the same issue, but my dash vents pulse. They only do it when I have the fresh air selected. Recycled air doesn't do it. It's annoying.

The FSM doesn't list this lower vent as a unique path. The mystery deepens.
