I think the cause was from not being used , rust started building up between the pads and the metal and now that they are used with drums that are not refaced they came lose.
This only happened in one side , I am thinking that maybe this side is getting more pressure.

If this is a very new problem, check your alternator belt, it might not be there.
The belt missing will cause surge and overheating , but I would think it would be evident in the overfill tank.
I have to first say that I am no expert on carbs and it has been a long while since I missed with a 22r carb.
The only 2 screws I usually adjust to get my 22r carb tuned , # 1 and # 2 the mixure and idle .
The #4 I never had to worry about which I believe is the TP adjusting screw.

that clip goes into that green hole just as you have it in the pic.
then bring the other end up and around that threaded hole ear , just like the eye glasses hook around the ear.
then you need the adjusting screw/spring threaded in the hole.
After searching to no result, I just have to bug you with this simple question.
This ABS BRAKE setup is new to me , and some what confusing , and few months real hard work doing on this 4runner with rear abs brakes, I am just starting to see some hope.

Acually I forgot that I drove the truck with a different tank and the vent line was not even connected , figuring that vent can be eleminated ,I had a piece of tubing welded as you see in the pic and painted the tank.

After I had repaired the fuel tank, I want to wled in a simple vent line in to the tank and do away with the old venting stuff.
My question is what is function of the little valve or whatever it is
(I mean the one under vent tubing) ? Do I need it?
Also what are the specs on the little bolts...
That wire could be the tach service connector.
I am not sure , it has been a while since I worked on those ignitors.
If it is, there will be continuity between it and the neg terminal of the coil.
In any case if you know which is the trigger wire for the tach , then you need to connect it...
You could also check the brake boaster push rod , if it is not properly adjusted,it can cause the brakes to drag which seems to be your inherited problem.

I ended up with the truck and was delivered to me this Sat.
Overall it is a lot better than I was expecting.
I tried all the usual tricks and absolutley no movement and it seems the clutch has failed.
So for I have pulled everything ,but about few bolts and I should have the transmission...
