I agree...and if it's not totally plugged up with carbon its probably partially plugged and should be cleaned out anyway.

x2 on the passage through the manifold being plugged, it sure was on mine!!! the easiest way to check this is to apply manifold pressure to the egr valve directly via a vacuum hose...make sure you plug the otherside of the T on the egr with a cap or your finger when you do this so the egr gets...

strange...it might be somebody's idea of a temporary fix for your P401 because by plugging that hose you are basically keeping the egr in an 'on' position at all times, which to my thinking should cure your code if your VSV was bad. The VSV is essentially a on/off switch for the whole egr system...
