When you're experiencing this issue, try loosening the banjo bolt on the cold start injector and make sure you have fuel spraying out when you're cranking the motor or by jumping the pins on the diagnostic port to get the fuel pump to run.

You didn't mention you replaced the sensor. You said you replaced the gauge. The gauge is in the instrument panel, the sensor is on the engine. The sensor tells the gauge what to display. I would follow @greentruck 's advice.
first off 45 pounds is way too tight for the first nut 25-30 pounds, and then the locknut should be tightened to 45 pounds.
If you replaced the races, I would make sure they’re all seated properly
I'd start at around 35 and see how it rides.
If you feel every bump, lower it. If steering feels vague, raise it.
When your happy, so a chalk test and adjust if you feel it needs it.
Chalk test helps minimise wear.

There should not be much of a difference in pressure seen by the HG, timing is more about aligning the peak pressure with the best mechanical advantage of the crank.
