Sorry for the late reply. The clips bolt on, then you attach the OEM hubcap. Hope that makes sense.

We typically don't care about VINs. They are somewhat irrelevant here in the US for purposes of registering a classic car. However, this is for a project going to a foreign country where the 17 digit format is relevant. We did find one already, so for now, we're covered. I'll repost should...
