I have had good luck with this product. Not a permanent solution however.

Don't know if it is the same heat shield, but I have had success in keeping mine and getting rid of the horrible rattle by using big hose clamps to keep them snug. YMMV

Chemical Guys Decon Pro Iron remover has worked well for me. My local places didn't have it so I ended up having to order it. That company puts out tons of "how to" YouTube videos that I find helpful.

Pop the cover off the mechanism (on 97 it's a black cover/box 3/4 of the way toward windshield on passenger fender) and work the mechanism 20 or so times/add lubricant of choice. This was the culprit of one of my cruise control issues. YMMV.
