chased it down.
headed forward to the front signals. checking continuity from bayonets to bulb holders. No conn. OK.
hit the signal assembly nuts on the underside of the fenders with PB Blaster and began to rock them to break the rust, and the signals started working.

interesting. The rears are definitely getting old. I suppose I should inspect them. That might explain why the signals work without the driving lights on. Since they share a common steel housing, they may be shorting with drivers on.
A next test might be to see if signals stop working when...
Entirely stock 78 OEM loom and wiring. No separate aftermarket ground bus.
(I pulled a ground wire to dome light since there was no ground loop with fiberglass tub/cowl).
Tail lights are frame mounted, so neutral ground loop as stock.
Front turn signals/ bayonet connectors are OEM on steel...

I should mention that I have a Mallotte fiberglass tub, and it's 17 years old. If I knew then what I know now, etc. Done before Aluminum tubs hit their stride. So, this may be as simple as a ground connection, but it's only a recent issue. No insurmountable electrical problems in 16+...

rather than three pieces, their point of advantage is that it's one piece. no riveted rain gutter, although you'll need to salvage the stock steel “lip” that fronts the windshield frame on a stocker, or, they say they are making a fiberglass one.
rebuilding this Non-USA -61090
pure speculation, but IF the code was stamped on the bump under the capped vac port, it looks like it may have been over-struck (RR for “rebuilt”?), and re-stamped 7C8 (March 8, 1977).
