Well, if I found that near me I would jump on it for anything under $1k.
I have seen people pay $4k- $5k for that as is.
You can get most of parts here.
Full restore $20K or more.
But I would do it for me and keep it.
Though I would be tempted to put a diesel in it:)

I would think that any reputable shop that did a rebuild on an engine within 12K would cover it.

I would not weld them on.
It not hard to build them so you can bolt them on and it gives you flexibility to add or change things later. If you do I would be sure to weld and 45 degree angles and not straight up and down the frame.
This is a personal judgement call.
As for me, I thought my "chances" of damaging my 80 without the rear bumper with tire carrier were higher than me carelessly backing into something. That being said, I backed into a car a couple weeks ago and did $800 of damage to the other car. My 80 was...
Best trick I have seen is putting a coat hanger wire into the yakima rack poles. There is also other crap you can stuff into them. Then you can help out others when they lock themselves out.
Its worth whatever someone is willing to pay today.
That being said this looks like a rare ($) find.
Supercharger is about $3k plus to value.
If it is very well maintained then its worth it.
Offer 15k, cold cash talks.
Does it have lockers?
I have the same setup - OME heavy front/ med rear
Old Monroe shocks.
No metal to metal hitting what so ever.
Try what concrete suggested and also check your tail pipe hangers.
Mine came loose as well and it would rattle on top of the axle every once and while.
