Once you replace the rubber around the top, you still may have small holes where water can work its way in. Seam sealer will fix that. Don’t forget to check between the fiberglass top and the metal frame that mounts above the windshield. Sometimes wind noise is enough to reveal a gap.
Wow. It’s crazy cold up there. You get problems south people didn’t even know were problems. What do you actually do to keep your vehicles running? Just go with really light oil weights? At what temp does coolant become slush?
This guy has a good video. I suppose you can debate about the importance of doing this when the air cleaner on. Should you have it on? I suppose. Will you notice a difference? I can't. And it's a lot easier to do it with it off.

650ish RPMs is correct when done. Set your timing to approx 7 degrees before TDC before you get started.
Ya. What everyone else is saying. It's not hard or expensive to ensure your timing is correct and your vacuum is good. And when those things are checked ... accelerator pump.
