Ok, so for future reference for anyone else who has this problem, I took the shaft back out, rotated the disc brake around slightly and it went in easily. It must have been off by just a fraction of a spline. Hopefully, this thing will be back together this weekend!

I found that the mounting surface side plate was cracked on my actuator. If anyone has a spare, I'd gladly pay for it. This is the piece the gear comes out through. Appears to be aluminum but may have to get it welded if I can't find another.

That was it! Had to double-nut the stud and it came out. Got locker to lock and 3rd member is out!!!! My suspicion was right, some teeth broke off the ring gear. Now to figure out what gear ratio to go with. Leaning toward 4.88 vs 5.29 because I have 35's and 37's. I know there are many threads...
After scouring more images, I think this stud has to come out. Does that seem right to you guys? This may be the problem but I think I will still need to lock the locker to remove the 3rd member too.
I believe the issue is with the bolt stud shown at the bottom of the image, that goes through locker assembly and into axle housing. It seems to be very corroded around it and won't let locker slide off. I still can't get locker to lock so back to the parts diagrams to figure out how to...
All good advice jynx. I DD a 2014 Tundra with mild lift, which has been part of the delay. My thought to make it a parts rig would entail me buying another one that doesn't have rust underneath it and swap my lift and have spare parts, or just sell it for project funding.
