Those test welds on the angle sat on top because you did not grind or flapper disc it until it was silver, if it is not silver you are not ready to weld.
Slow the wire down a bit and quit moving the tip so much, go slower, focus on the point where wire tip meets material, stare at the arc until you can see the arc puddle, if its buidling up on top before it burns in you may need hotter welder...

Since it seems you still have some good threads in the hole of the PS gear box a thread chaser will likely make a useable repair. If you don't already have a set I found this video of a comparison between several sets including a tap and die set.
