This is true, but in this case the vehicle has been lifted and the distance between the frame and axle was changed. Imo, the adjustment should be made with the relay rod.
Because you raised the height between the frame and frt axle, you need to lengthen the relay rod. It's the link that goes from the center arm to the passenger tie rod. You're just centering your steering wheel. Your toe should not have changed.

@M1A1cruiser What’s your top speed in low range? Do you have enough power to change all gears through?
I would think you could do a compression test and a fuel pressure test easy or cheap enough if you have to pay to get it done. That information would be my guidance for what to do next.

Was it sold to you as NOS? I ask because this bumper is still available from Toyota. Chances are they have tweaked the ancillary holes once or twice since your 40 was new.
