21 mm - later tool roll (1963-69)

The #3 loops in the later tool roll were re-sized and re-positioned for the 21mm, 1-piece wrench. The upper loop is moved higher, even with the #4 loop. This plus the use of narrower loops help to better secure the long, narrow wrench.
