engines two numbers apart, frame 306 numbers apart, one sold in the US, the other in Futenma, Japan where there's a US Military base ... obviously frames weren't used in order ...

That will be 77 or 78. In addition to the serial number the engine also had a casting date code on it.

I think the 11/78 is the imported date on the complience plate... your build date should be 10/78 acording to records so far.... does your vin tag show 11/78 or 10/78?
