Was doing some adjustments on the ip on my 1hdt and the base fuel adjustment screw had lock wire and a lead seal. Is this normal?

Yes. Toyota/Denso uses an anti tamper collar it main fuel screw
Diesel shops will lock the main fuel screw either with wire or with an anti tamper collar around the screw to preserve the factory spec tune.
There's a nut. A collar after the nut and then it was also lock wired. I wasn't sure if that was factory or a sign it's been worked on.
