Yep, like a few already said, get an AISIN fan bracket and replace it. If you are anywhere near timing belt being due, do that at the same time since you are most fo the way there already when replacing the bracket.

can anyone here chime in if this sounds like its related to those 4 bolts that the blue part attaches to the fan clutch bracket?
Yeah, I am going to try that but I have a NEW problem now, now it wont crank/start. Nothing happens when I turn the key, might be that the starter solenoids i replaced a year ago are going bad again. The weird part is it shows 9 volts, even when trying to start it and even when a jump box is attached. That makes me think its the terminals...?'Noise' is quite often a poor diagnostic tool for narrowing down issues at the front of an engine....simply because it could be SO many things.
Removing the serpentine belt, hand turning each pulley/component to look for issues is the first step. If nothing notable found then start the engine (serp belt still removed) and see if the noise is still present. IF it is....then we know it isn't related to any of the external pulleys/components. Don't run the engine for more than a few minutes.
So....you'd be looking at items behind the timing belt covers. (Timing belt, Water Pump, Tensioner, Idler pulleys).
