Does anyone know what this is off of? I was told it isn't original to this Land Cruiser. Thanks

That vacuum hose should be attached to make the booster work. It would take some pedal force to stop the way it is now.

I'm guessing the diaphragm has failed based on the plugged vacuum line. A new booster would be an improvement on a couple levels.
 
The OP may be correct, that booster/cylinder was not original on that truck.

It looks to me like the firewall stiffener below the booster has been cut off to allow the booster to fit.
