That's a bit of a stretch.
We got those buckets popping up all over down here in VA.
$97 and a 15 year old car is all you need to make it happen. I was amazed how easy it was to do my golf. I assume there was a push to do this for the sake of senior citizens as it gets you out of an emissions test an permenent registration.

There is more to the story. A buddy snapped that at a gas station and sent it to me.
About a month later he stopped at the gas station again and a lady came up to him and started cussing him out for taking pictures of her car and license plate!
He could not convince her that classic plates on an old Camry was funny....

and a second normally registered vehicle.
you can't have a classic or antique as your only car/truck.
classic is a bit of a waste.
you still need the annual safety inspection and you still can't use it as normal transportation...one day a week is it.
