2F Oil Filter Bracket & Gasket

As part of my 2F rebuild, I'm getting ready to install the oil filter bracket and I've got a couple questions.

First, I just want to confirm the torque specs for the bolts to the block at 13 f/lbs. I couldn't find anything in my 2F FSM but found the specs within the FAQ/Misc Torque Specs.

I'm also wondering if I should use some type of gasket sealer or if I should just put the gasket on dry.
