2 weeks ago, my Cruiser would occasionally throw the ABS, VSC off VSC lights on the dash. It would start normally and after 30 min or so, they'd appear.

Starting a few days ago, depending on its mood, they either do what I stated above, or throw immediately. RARELY it won't throw at all. And then the brakes pulsate and don't stop the car evenly (as if I was braking for a second on, second off etc).

Now, I'm almost 100% sure its a ABS sensor, no big deal. But my buddy mentioned it could be an ABS module. How would I determine it being one or the other? I pulled the wheel off, ABS sensor is filthy and won't come off without breaking, so I have a new one in the box, which is going on in the next few days, but I'm slightly concerned it could be more. With winter coming in Chicago, I really would like my anti locks functional, as stopping the car would be nice occasionally.

Have you pulled the DTCs (diagnostic trouble codes)? That should give you more information on what/where the issue may lie.

See this thread: https://forum.ih8mud.com/100-series-cruisers/491914-abs-engaging-99-lc.html and post 6 and 32.
basically you can pull the codes using either the Toyota handheld tester (or Techstream) OR you can follow an fsm procedure to pull the codes. apparently on a 98-01 you can only use dlc1 and you need to remove some short pin first, and on 02+ you can also perform the steps on dlc3 and no short pin to remove first iirc.
