I see this rig ALL over the city usually parked. It's lifted and has the basics done. Can anyone id the rig?

I saw that rig near where I work. I spoke with the guy, I think he's an actor in one of the soap operas they shot on CBS.

I saw a woman driving it today in the LA area near Pico and cresent Heights and it is always parked in West Hollywood.

maybe, I just want to know who it is. I have no cruiser heads that are local in the immediate area. It would be cool to have another 80 guy/gal to chat with and chill with locally.
