want to join TLCA

sorry for being lame (or as i prefer: lazy) but can someone point me to where i can join TLCA via the internet? i would prefer it be as painless as possible since i do want to join but i dont have a lot of time for paperwork etc right now. im in sacramento california if that makes any difference.

i believe alvaro is deeply involved so if you see this please contact me with some info
