Cliff Notes version: If a vehicle older than 25 years is brought to the US but has an engine swap, it can be denied entry even if the engine is originally also from a vehicle older than 25 years. In this case, a 1985 Defender had an engine from 1991 Defender swapped in. This shouldn't be an "issue" since a 1991 Defender is identical to the 1985 model AND is older than 25 years so in its own right, should be allowed entry. EPA is saying no dice. The defense however is pushing this to court and the results of which have the potential for dramatically changing how the rules are enforced.
