starter relay diagram wrong in factory manual? (1 Viewer)

93 wont start. Pulled the "EFI main" starter relay, checked the FSM. Says I should have NO continuity on two of the relay posts (I do). Says I should HAVE continuity on the other two posts (I do not). Cool - I found the problem.

Not so fast...

I have a new one on hand, being an attentive Mud kinda guy. The new one is just like my suspect old one according to the ohm meter. So what gives? Did Toyota get this wrong in the FSM? It's in the engine section page 162.

Anyone?
 
my '94 manual says:

check for presence of continuity between 1 and 3

and for absence of continuity between 2 and 4

Make sure you have the relay oriented correctly when looking at the numbering.
